I think it needs to go further.
The wandering NPCs who offer missions should really be Tier 2 NPCs offering specialised, unique (within the bounds of procedural generation) services.
As a contrast, faction rep should be a commodity used for these sorts of services... clearing a level of notoriety for a certain amount of rep, with clearance of level 10 notoriety guaranteed to send you from Allied to unfriendly.
Basically, it's a requested service which imposes an inconvenience on the faction, thus, it's a reputational expense (perhaps coupled with a monetary cost to cover bribes, documents etc.. That way there's a better consideration for acquitting rep.
Or simply more legal missions. Seem to recall all my exploits were let's just say, heavy handed.

More legal mission types are long overdue
You've probably heard me say this before, but the answer is splitting legal and illegal activities into different mission boards, with the illegal ones targeting local factions, offered by anonymous contacts and accessible even when using anonymity protocols.
Simply adding more legal mission types just reduces the chance of getting illegal ones, hurting one playstyle to benefit another. Both should be equally accessible, but that can't be achieved sensibly with a single board providing procedural generation of both.
