Odyssey settlements go to whoever wins the most Conflict Zones at that settlement. Who wins the war does not matter.

If only one side fights at a settlement, then win or lose the war, that side gets the settlement.

AFAIK, this is how it works since Odyssey release in May 2021.

It’s not a bug, its a feature?

@Terso

Oh, also, now that I've looked at your pictures, I should caution you.

Inara lies, the System Map lies and the Nav panel lies.

If you want to know for certain which faction is in control of a settlement, you MUST actually go there.

There have been several times that I have gone to various settlements expecting one faction and getting a different one even though Inara, the System Map and the nav panel all said it was the one I was expecting...

It's not so much that they lie, it's that they're lied to - by omission.
The BGS is updated in two phases (there are actually two databases, one feeding the other, although I have forgotten the fine details). The first update phase seems to target the Local news found on each station.
The second phase updates the Information pane on the Navigation panel (left hand), the Status pane on the right hand panel and the System map.
In Ancient Times (10 years ago), the second phase was completed about half an hour after the first; these days it takes several hours to work its way round the bubble, which explains the discrepancy and why there are frequently no CZs even though a conflict has been declared.
@nemolomen is correct: the only way to get the latest information is to land at a station and read the Local news.
