Newcomer / Intro Settlements - where is the 'centre of town'

Navigation allows players to see how far from a settlement they are; but where is this exactly? Is it measured from the CMD? the HAB? the PWR?
This can be vital information in cases where the HAB is separated from the main body of the settlement (... mebbe you're searching for those elusive Opinion Polls...)

It's roughly the geographic center of the settlement. Is often off in some cases. If you need to find someplace locate a terminal and mark it on your compass.
