I have top shields and several boosters, but once they go low, it takes a long time to recharge them. Does anyone know if that would be quicker if I disabled my boosters for the time the shields are recharging? Thanks!
Indeed. If my shields drop, I turn off all boosters till the shields come back up. Them I reactivate them
This. If I'm in a PvP fight and my shields drop, I usually disable the boosters on the fly. I re-enable them when the shield's back up - they're resistance boosters, so even though they won't be useful as extra shield capacity for the duration of the fight, they still add value.

.If your shields are low but not gone, they will recharge at the same rate with or without shield boosters.
It's always a constant rate of 1 MJ/s. For example, if you have a 500 MJ shield boosted to 600 MJ, but it drops to 100 in a fight, then a minute later you'll have 160, regardless of whether booster are on or off.
The difference is that the shield rings will look more full if you turn the boosters off, because 160/500 is a bigger percent than 160/600.
Once your shields completely drop, they still recharge at the same rate with or without boosters. But they have to reach a set percent of full before they come back on. So it is good to turn off boosters in this situation to reduce the maximum and thus also reduce the wait until you reach that magic percent.
For example, (I can't remember the exact percent) if you need 20% shields before they turn back on, then with booster you'd need to wait 120 sec (20% of 600) but with boosters off you'd wait 100 sec (20% of 500).

Completely correct answer. Turning of shield boosters is only useful when your shields are down, as they have a lower target number of charge to switch on again when boosters are off. (If you then turn the boosters on again, it will -look- like they lost charge, but that's also what was described, that the current charge now is displayed as portion of a bigger maximum shield than without the Boosters. )
