so how do the power levels work again? 5 is disabled all the time, 4 is disabled when you deploy weapons?

5 is disabled all the time

Priority 5 modules will shut down first when you go over your max power when you deploy hardpoints, then 4, then 3 etc. Turn modules off with the checkbox to disable them full time.
