When I engineer shield cells there is a slider bar for duration. If the duration time is longer, does that mean my shields gets more of a recharge?

Yes, duration and charge rate determine your total recharge. Multiply them together (seconds ×MJ/second) to get net shield boost (MJ).
If I remember right, the modification that affects charge rate also affects duration, so they roughly balance out in total charge, but work faster.

I spin G1 fast charge until I get significant rate increase secondaries with a minimal duration reduction...ends up at 5-10% more MJ per charge.
I hadn't thought of that, that's a great idea.
I love that trick with G1 powerplants. Relatively easy to get a roll that improves power capacity and thermal efficiency.
