Shield Cell - "Cannot Comply"

So, I'm in a conflict zone doing massacre missions. And I'm doing my thing, and suddenly 3 attack me. Ok, no biggie, pop a SCB, and get into it. But I get a "Cannot Comply" message and I'm done.

I had cells left, and they were powered. I had half my 2nd ring of shield left. Anybody got a clue why my SCB would just suddenly not work? It had 99% Health when I was dying trying to get away...

The shield cell was powered, and you have it assigned to a firegroup or a hotkey for shield cell usage?

I have only ever heard the 'Cannot comply' message given for trying to enter super cruise or jumping to another system. Are you sure you have the correct key bindings for SCB and you weren't trying to use the FSD with your hard pints deployed by mistake?

I'm sure, I mean my SCB hot key is right next to my FSD hot key on my X52 Pro, but I've been doing this a while. Pretty much all my controls are muscle memory at this point. I suppose I could've mixed them up, but it's highly doubtful.
