I'm having a little trouble following you, but what I've read is that shields recharge at a flat 1 MJ/s while they're online. When they go down, shields recharge at 1.6 MJ/s until they hit 50%, at which point they come online and recharge at 1 MJ/s.

I can't find a source for the 1.6 MJ/s figure, but someone did testing to find the 1 MJ/s figure here: https://forums.frontier.co.uk/showthread.php?t=137188
