For the Cutter, I always suggest Bi Weave. Why? The larger the Bi Weave, the faster the regen rate. At an optimal roll, you can hit nearly 7 mj/s recharge. My Prismatics are 1.8mj/s regen for nearly double the strength.
Both are Thermal resistance. I keep going back to Bi Weave for PvP, as it regens so fast that I do not need SCB's in 1v1's unless it is another Cutter.
Reinforced is pretty good on prismatics, but it will force you to take long breaks in between fights to recharge.
