Engineers Shields

I need to find improvised components to max out my shields, anyone know the best places to find them, I understand I need to look in a Civil Unrest area but having difficulty in finding one. I am currently in the Sharru Sector...BD+19 25111 System.

Go into a highly populated system, scan the Nav Beacon. This will reveal the location of all High Grade Emissions in the system. Collect any grade 5 from them and change it to Improvise Components at a Material Trader for Manufactured Materials (at 6 to 1 ratio). You can look for a nearby MT (and for many other useful things regarding engineers) at inara.cz.

Currently the spawning of "proper" HGEs is broken in the game and the result is that some of the grade 5 materials are very hard to find.
 
I found the best way so far is to farm for Imperial shielding because it's almost guaranteed and there are lots of high population Empire systems relatively close together. The bigger issue here is that improvised components drop from high grade emissions in civil unrest systems that are independent (supposedly). Well Maia right this second is in civil unrest and is independent however I spend 35 to 40 minutes there scanning with the FSS (got nothing from the beacon) to find one hge and it did not contain improvised components. If there's any possibility at all I avoid the material trader and would just like to gather what I need to do the mods I need. However it seems that there is no way to get improvised components right now at all in this game other than the material trader with awful exchange rates. I fully accept that engineering is a huge grind and that this game is a huge grind but there needs to be a reliable way to get all materials at any time. This game is currently broken the way it is.
 
I have formed the opinion that population does not matter at all for HGEs. I just plot an efficient route through space with systems filtered to Civilization - Human. This will make sure every system has minor factions/nav beacons, which appears to be all that is necessary for an HGE to spawn. Last night I jumped through 7 systems, and got 7 HGE spawns; 4 of them were in the same system, which was 2.6M population.

HGEs appear to spawn using any of the allegiances/states present in the system, so unless you can find a system with ALL outbreak factions, it's probably not worth looking for them specifically. The only specific HGE I will hunt for is Core Dynamics Composites (Federation), Imperial Shielding (Empire) or if I don't need them, I'll try to stick to Alliance/Independent territory. Boom states are everywhere, they'll happen.

If you need to trade for something specifically, I would run sightseeing missions for BioTech and Exquisite Focus Crystals instead, you'll get 80-100 an hour. Typically I hunt for HGEs till I have all of my CDC and IS needs met, then I switch to sightseeing to get the stuff I'll just trade for.

Absolutely agree with you. I ended up finding 5 HGE's in a very small Federal Election state system that had less than 50K people in it. I think the population thing is another one of those theories that get's passed as facts.
