So it is indeed a data link scanner just like in SRVs. Question is what is it going to be used for?

Basically, yes.

It's funtionally identical to the SRV datalink scanner.

But it means it can be used for other things "Later"

No, it was inferred in one of the first beta live streams with Ed and Adam that you would have missions to go to new installations (like the Megaships and the "bar") and scan something.

I'm hoping for space based installation raiding for data and things!

Imagine flying around inside huge structures, in a small ship with a scanner. It'd be great!

You can scan other ships, but only within 200m range - and as far as I can see it doesn't yield anything yet.
