Yes that's back again now. It happens to me at least once per session - specifically when doing salvage missions and a pirate announces that he wants to take my damaged escape pods. As I smash into him in sight of the landing pad, he says, "I'm going to boil you up", then he just flies away, presumably too scared of the station security.
Another thing that doesn't make sense: You're outside a burning station and get the call, "Commander, we're in urgent need of assistance to evacuate people from the station", so you go in and attempt to land. An explosion knocks you sideways to put you over a nearby pad, which you then find you're magnetically attached to while the loitering message comes up and counts down until you get fined. When you finally get landed on your pad, they won't let you take any passengers until you pay off the fine, but there are no services to pay it off, so all you can do is stick your finger up at them and leave without the passengers, while shouting, "Burn in hell, then you stupid wakers".
