There is definitely more we can do with the fighter bay, how about a ship launch shuttle?

Able to carry 16 tons of cargo

High manufacturability
Basic srv dual lasers
Magnetic cargo scoop(suck nearby cargo into cargo bay)
Controls like normal ships
Able to transfer passenger/cargo/mission to a outpost where large ship can't
