Newcomer / Intro Ship maneuverability stat

Ships have a stat called maneuverability, and it varies between 2 and 10 depending on the ship type. I guess there's no official information available, but people must have some experience with this stat. Does it mean the maneuverability with the default thrusters and is it with the full or empty cargo? If you buy better thrusters, how much does it improve the actual maneuverability? Is a Cobra with 4A thrusters as agile as Sidewinder with 2E thrusters?
 
While you can increase manouverability with better thrusters, this value is a "base value. From my gut feeling i would say that a maxxed out viper has about the same manouverability as a stock eagle, maybe even a bit less. So this is a hugely important ship stat, you can't make an anaconda as agile as any eagle or vulture, its not possible.

Mass plays a role as well. A fully loaded trade ship is a bit less agile than the same ship unloaded. Not a big factor for fighters though. The cobra is generally pretty agile so i thinkg an A-fitted cobra will outturn a stock sidewinder.
 
From my unfortunate experience, a spec'd up Cobra is indeed able to out maneuver my poor stock Sidewinder..........Boy did that lesson hurt!

Things can vary strongly. I have a "spec'd up" Cobra (cost about 5mil). This afternoon in an anarchy, i killed an Asp rather easily, but half an hour later, after a short fight i had to run like hell for a Viper. Got away with hull at 50%.
