For me I always shop for the cheapest version of a ship/module as that is a good part of the purchasing fun, so Li Yong-Rui systems is usually my first stop. For more specific discounts I normally rely on https://elite-dangerous.fandom.com/wiki/Discounts but some discounts seem out of date, for example the Diamondback Explorer at 20% discount seems to have gone from Wolf 406, so now I covet the 20% discount version I managed to pick up earlier from this system. Another one that doesn't seem right is the 10% discount from weapons controlled by Zachary Hudson, as at least in my home system of Anlave the discount on weapons is much better than the 15% discount in Li Yong-Rui systems.
On top of this, Ohm City in LHS 20 has the cheapest power plants. Check out these crazy discounts (eg 7A power plant ~37% discount, normally 51,289,110 now 32,249,391!):
Perhaps I'm in the minority, but I love finding discounted modules. I sold my DBX with it's 15% discount at a loss just to get the 20% discount version (crazy right, but I love trying to shrink that rebuy price down as low as possible, it's a bit of my min-max gaming mentality where I try to minimize the rebuy price as much as possible using the cheapest version of each ship/module I can find).
