Ship outfitting and passenger missions

Ok 2 questions from a n00bie

1. should I try to max out all my modules to type A's

2. And why is it that ever since I bought my Orca 95% of the passenger missions are like 21,991.26 LY'S no matter what station I go to? My FSD can only do 20 LY's and the missions are only paying like 300,000 to maybe a million Really? That's over 1000 jumps I don't even want to think how long that would take!! And for 1 mil and under not even worth it. and the rest of the missions are only like 20-30k. that's not right IMHO. Almost every station no matter what system only giving me the missions like in the pic.

Using d modules will lighten your ship and make your jump range longer also using a lower level PD or power plant can help distance as well. I usually use d for sensors and LS.

Work towards getting friendly and then allied with a faction and they'll give you a lot tastier missions you're only at neutral with them so that's what they're going to offer.

Watch out for criminals who want to be taxied around and also illegal passengers. You might have to smuggle them at other stations besides the ones where they are welcome.
 
Assuming you know how to low and or high wake and you have not done any engineering, I'd "A" grade the FSD of course, and with the exception of the largest "A" graded fuel scoop that fits, "D" grade everything else. Again, assuming you know how to low and or high wake. You don't need any weapons. You'll not really have to add any mods to the utilities, but a "Point Defense" can't hurt.

A couple of years ago when I was hauling passenger's in my Python. I thought to myself, hey, why not a Orca or Beluga. Bought one and the passenger mission's seem to change for the worse. Switched back to my Python and after a couple of board transitions. The better mission started again. I'd concur that there's some algorithm that know's which ship one has and bases the mission's on it.

Passenger's just like cargo, will transfer if the ship your transferring to has sufficient cabins. I did that for a while, but found it way to time consuming and quit.
