Ships Ship Outfitting Step Bar?

I'm sure I missed something along the way, but when you go into the outfitting section, there is a step bar in the lower left-hand corner that reads 1/4. What is this indicator?
Is this a ranking of your ship or what? I notice it flashes when outfitting but I've never seen it "fill up" or change permanently.

For my settings the "next panel tab" is "E" and the previous panel tab is "Q". Sorry I meant to say something before now and kept forgetting or thinking about it at odd times.
