Ship scanned while docked

I tried to make a search of this, but perhaps my keywords weren't accurate as I found nothing.

Jumped to Lave to met a friend, and while there pirated a wanted npc of their goods. Hopped to the nearest outpost. Not being familiar with Lave, I had hoped Warinus would be a lucky guess and have a black market. Guessed wrong.

While on the pad, miss Betty announces I'm being scanned. Thought to myself, that is new, never have I been scanned while smuggling and successfully landed. Moments later, the fine text popped up.

The fine itself doesn't bother me; it's just that I had never seen this, nor read about it here on the forums. But I wanted to post here before logging a bug about it.

I'm not sure where you can find it in official terms.
