Ship Scans and Data

Hi all!
I have been trying to find Unexpected Emission Data for a couple weeks now.
2 weeks ago I could scan a ship outside of supercruise at anything under 5Km and I would get some kind of data.
Now I am not seeing any data when I scan ships. This started about 2 weeks ago or more and I'm wondering first if I am doing something wrong?
Second, is anyone else having this issue?

Additionally should I have some kind of scanner installed? Also, is there a min/max range to get the data?

I will be testing this again tonight but so far for the last 2 weeks I have not seen any data when scanning a ship at a reasonable distance...
Last night I was at Prospector's Rest and scanned every ship in site within 5kM and never got a single bit of data. I have confirmed my data is not full, I have over 250 slots available for more data...

so I have seen similar reports on the forum here of data not showing up when scanning ship logs, when scanning surface installations, etc
My issue is still present, when I scan a ship either in supercruise or out of supercruise I get no data. Once every 10 or 15 ships I might get some data from it but thats been a rare exception and has only happened in supercruise.
I think there is an issue with Data rewards from scanning just about anything that gives data....
The rewards seems to be incredibly reduced, anyone else seeing this issue?

Ive noticed a drop-off in getting data from scanning npc ships.
If you want lots of Unexpected Emission Data & other data go to alpha centauri and fly to the citizens station. drop in and scan the 2 satellites there. log off. log in. re-scan. rinse & repeat.

Edit to add:
Beware of terrorist npc's. they span in there quite often. they pack a punch.

usually I get enough of the Unexpected Emission Data from just randomly scanning ships as I enter and leave systems and ports. I thought I had gone crazy when I saw I ran out and then when I realized that I almost never saw the blue text in the top rate telling me I got some data. I almost never see that now and I know it was a lot more consistent before the fix to Rhea and missions payouts.

ok thats what I thought. I had been getting quite a few data rewards when scanning ships both in and out of supercruise. Mostly out of supercruise when I was using my wake scanner to get datamined wake exceptions. The basic scan would net me plenty of data rewards but now they seem like i get 1 in 10 scans when before it was 6 or more in 10 scans. I definitely have room in data inventory, only have 343 in inventory now.
