Ship skins and colors

While i understand that user created skins aren't really an option due to the number of inappropriate or vulgar skins that would be created, isn't there some other option? Maybe an RGB editor and pre-made tile style templates for each ship? A one-time payment for RGB editor access would offset the loss of skin sales, and new tile patterns or templates could be bought for a buck or two each. This seems like a very feasible and easy to do idea, so could we convince frontier to make this happen? i would love to be able to paint my ships myself instead of using premade skins

THere is an ingame reporting system. Vulgar / inapropriate skins would get reported and the player moved to a private server/banned.
Ther reason is far more likely to be technical/profit related.
