Ship specific buffs

There's a difference between an airplane and a spaceship though. In space it's straight impossible to completely hide yourself from scanners, you can't just decrease the emissions to a level comparable to the surroundings.
And if we think a bit realistically: Do you really think a spaceship approaching a station in silent running wouldn't draw attention? Patrols still have eyes.
Are they examining my cargo hold with their eyeballs? The computer and scanner system don't use vision they use SOFTWARE which can be fooled. Also space has large amounts of background radiation and radio static produced by solar winds. I'm just saying it's funny that we have more advanced stealth technology in the modern day than we do in the 34th century where frickin laser beams are standard weapons.

While I don't know of any explanation for the inability to block the cargo scanner. I can say that ships are picked up on ship sensors via their emissions on the electromagnetic spectrum. Things like infrared emissions from the ship's radiators can only be hidden by stopping all emission of infrared and visible light, which is what silent running does (which also disables shields because they too emit some form of electromagnetic radiation). And of course that's supposed to work on the AI, if they weren't currently bugged with the ability to pick up silent running ships at a normal range.

Bad programming aside a ship designed to be a smugglers wet dream would be very welcome. Designed around silent running and possibly a unique shield generator that doesn't actually protect the ship but rather shrouds it against scans and activated whenever you hit silent running. Could drain capacitor instead of actually providing protection. Or even giving us special bulkheads designed for stealth.

A new bulkhead class that has less armor but a lower thermal signature is actually kind of an awesome idea.
