Engineers Ship Specs , Total mass

Gentlemen, I fully engineerd my type-7 transporter for mining and cargo duties but when I checked OUTFITTING-SHIP SPECS I read these numbers under TOTAL MASS : 657,0/785,0/782,1 ...
So my optimal mass is exceeded when fully loaded? Should I worry about it and lower the mass of my ship? Will it affect manouverabilty or multiplier if I don't?

Being above or below optimal mass impacts thruster and FSD performance in speed/agility and jump range respectively, however a high capacity cargo ships (150 tons and above) are always going to have issues with optimal mass as your cargo is always going to be a significant part of the laden mass.

Unless the ship is capable of fitting oversized thrusters (like the Vulture for example) with an optimal mass to laden mass ratio of around 2:1 being fully loaded will have noticeable effects on speed and agility, although engineered thrusters will improve speed and agility a bit the reduction in optimal mass can add additional drift when turning.

Some lightweight mods on limpet controllers will help a little but with around 200 T of cargo you'll struggle to make any significant improvement in performance, I'd suggest using a class 6 bi-weave shield to get some additional protection so you can escape from interdictions and mining sites.
