Ship Stabilization Limpet [Piracy Module]

The Stabilization Limpet, primarily used for search and rescue of stricken spacecraft, allows users to attach limpets to the hull of it's target in order to stall any rotation, and bring the target safely to a halt.
Each limpet only provides a limited amount of thrust before burning out, so it may take a few to bring a ship to a complete halt.
Any counter thrust from the ship will burn out these limpets almost instantly, meaning if the target ship still has its own thrust, they are mostly useless.
Resourceful pirates have taken to using these limpets to help stop ships they have disabled from drifting off in an uncontrolled spin, allowing for easier collection of their cargo.

How does that sound as a piracy module?

This is why I think that there should just be ONE limpet controller.

Give EVERY ship a built-in smart limpet controller, good for one limpet of any type. Optional slots would increase number of limpets controlled.

I've suggested similar before.

My idea was just a multipurpose limpet controller.
You use the modules tab to set it's mode, it quickly reboots, killing off all active limpets, then comes back online allowing the new mode.
The multipurpose limpet controller is all round less effective (less active limpets, shorter range, more power use, heavier) than a dedicated, but is more versatile.

Or something like that.
