If, in the future, we are able to recover a stored ship to our present location instantly, does that mean this is possible:- Fly to the station where your ship is stored, fill cargo bay with required commodity, change ships, fill second ship with required commodity, fly to station you are going to sell said commodity, summon second ship, change ships and sell second cargo load. Two for the price of one?
 
No, you won't be able to leave cargo in a stored ship. And ship transfer will not be instant. And it will cost credits to transfer your ship.

The thread you were looking for. There was a vote, everyone got an e-mail, it was posted here and on reddit, on steam as well as a few other lesser trodden places.

As for cargo storage (in any form), that will probably never make it into the game, if it does only as a limited option for engineer materials etc.
Never say never but the developers have been rather opposed to it whenever it's been suggested, partly due to the "gaming" of the system you describe, partly due to how players could singlehandedly flood/crash markets to make tons of profit just by storing up cargo.

Really?? How the hell could I flood/crash a market with just 50 or 100 personal cargo space? Do they use same servers from 2000? Hell no, I will not ever buy this lie as it's not even close to what is going on here. Or having storage space at engineers base omg that will really crash the market and the servers will heat up, burn, and turn into lava in seconds. For a game back in 2000 might of be a problem, seems legit, but in this days there are numerous ways to limit or manage some personal cargo for every player. Jeez....
