Ships with NONE wanted status having a fight. How does this happen?

So I jumped into an Unidentified Signal Source zone in Eranin and found two NPC Sidewinders attacking a Lakon. All three ships had NONE as their wanted status. How is this possible when one of them must have been the aggressor? I wanted to dive in and help out the Lakon, but I would have accrued a bounty for doing so myself. How can this situation arise in a policed system?

If the signal source was in an anarchy system then they wouldn't have gotten a bounty either. Also the Lakon might have had a bounty, in which case the sidewinders would not get a bounty for attacking it. There are some naughty smugglers amongst the denizens of the Elite universe :O, there's even thieves, scavengers, illegal salvagers and slave traders that might have illegal cargo.

The Lakon probably had a warrant in another system that you could only see with a warrant scanner. If, however, that was the case the Sidewinders should still get fined in the Eranin system for attacking a ship that is not wanted there.

I was under the same impression as you. As long as you do not commit a crime in a certain jurisdiction, other characters are not allowed to attack you in that jurisdiction without committing a crime themselves.

At least this happened to me. I attacked ships having a bounty but not a wanted level in the current jurisdiction and I gained a bounty myself. The only situation in which I could attack ships was if they had a visible wanted level on the initial scan (not the K-warrant one).

Maybe the system is not yet implemented for NPCs or maybe a bug was involved.
