Shooting at a Wanted target without first scanning

Hope someone can clarify this for me. Playing on a PS in a party with a couple of others, they said they don't bother scanning other ships but wait for the "Wanted" to appear when the target is selected Now me who is used to playing on a xbone, have received Bounties/Fines for doing this and would only shoot on a Wanted target after I scanned them with a KWS. So are they correct or is it all going to end badly.

KWS scan isn't the same as a sensor scan. you cannot KWS a ship before sensor scan has finished (contact is fully resolved). if a contact is fully resolved and shows wanted, you are good to go.
 
It's a matter of payout. If you don't scan with the kws you will only get the bounty for that local system.
If you scan them to completion, any time before their death, you will also gain their bounties from other systems throughout the galaxy.

But as I said it don't have to be before you shoot to scan, any point in battle will do.
But get the scan in asap because of security ships start assisting you the target can destruct very quickly
 
If they are wanted you can shoot at them, when you target them and it comes up wanted, you get fines because you didnt wait till you were told they were wanted
