Shot at, unprovoked by capital ship?

I was flying in Pleiades sector IH-V C2-16-2D
saw something that looked out of place. And found a imperial capital ship. Flying close. no warning about backing up. another ship (Empire ship. don't know anything about it) Started to shoot at me. Being in a orca i was able to speed away. After this, *Warning, Capital class signature detected* After that. NOPED out of the spot and landed.
Also an unknown area is located on this planet. Pictures below

Capital ships do that. They get tetchy about their airspace, unless you are on their side in a Conflict Zone.

I know that, but its not the capital ship shooting at me. Its another empire ship though. thats all i can say.
