Should Archon Delaine get +100% influence with anarchy factions?

Ever since Odyssey released, Anarchy factions have been driven into the ground by people seeking materials. It seems to me, an obvious solution to this would be giving a bonus to influence to Anarchy factions within archon delaine space.

Thoughts?
 
That wouldn't really solve the problem anywhere else.

True... But that wouldn't be all bad, either. It would be really cool from a lore perspective just tell people who are looking for Anarchies to go to archon delaine space. They switch on powerplay view and immediately see this huge sweeping blob of Anarchy systems eating through the heart of the bubble.

Even better, for the first time, this actually gives normal players a reason to go into the places where Pirates are supposed to hang out. A pirate could just stay in an anarchy system all day long, doing missions, and they would regularly have normal players coming to them, ripe for the picking.
 
Archon Delaine and the Kumo Crew a far from being similar or "near" to anarchy. The Kumo Council minor faction is even named as "feudal".

What if they got the influence bonus on exploited systems, but not controlled ones? So you would have bubbles of exploited Anarchy systems around singular dictatorships. That would fit the whole pirate lord theme pretty well.
