Should be in focused Descending into Crime

The focused PvP threads (Descending into crime) are locked now and not re-opened for Beyond (yet?), so I'll leave this here.

As money mean nothing to many out there (who cares about an ultra-expensive fine or rebuy, when you have 20 bil? - Except if charges start being actual PERCENTAGES of in game wealth)...
Would, affecting actual ranks negatively be a good constraint?

I mean you shoot a player that hasn't got any bounty and is not involved in any opposing faction? (this goes for major factions that you can declare support AND also on minor factions when the opposing player is during a mission FOR that opposing minor faction)
Then you get a reduction in both combat ranking and opposing faction ranking (if you care about that) - along with any other punishment.
This may be more painful to some.

Balancing this is a whole new subject though...
- Would killing low rank players negatively affect your rank more or the opposite? (killing high ranked players to negatively affect your rank more) I say low rank killing should be a more serious crime. This would protect new players more AND allow for (forced) PvPers to start trying to find real challenge than pathetically attack the easiest targets they can find.
- Should a repeat multiply the negative effect arithmetically or geometrically? I say geometric.
- Should a wing be affected? I say yes. Both because a wing is probably involved in the same tactics and because if it isn't, it is a good way for the other members of the wing to reprimand their offender friend.

Always talking about combat ranking (both for victim and offender) - not the other rankings.
Who is counts as victim? And who counts as offender? Well we can't get into "self defense shots" here (and FD to have to look at actual logs every time), so the rule should be simple: Whoever shoots first is the offender. If a someone "tricks" an otherwise peaceful to take the first shot, well tough luck (and would spice things up).
