Should colonization construction count toward Emp/Fed rank?

After I started with colonization I dusted off a secondary ED account to do some dualbox hauling. The 2nd toon didn’t have the Duke rank required to fly a Cutter yet, so I gave the old Painani-Ngalinn another try.

Unfortunately the trick doesn’t work that good anymore because so many systems in that area are now colonized so the missions send you everywhere.

Thats when I experimented with colonizing from a system that has an Empire aligned controlling minor faction. My theory was, if the Empire is happy if you bring around some mail and bring them liquor, and they reward you with progress in their ranks for that, they’d surely be happy you’re helping an Empire aligned faction to expand into a new system!

Alas, I discovered it was not the case. After hauling 21k commodities to the construction site, my rank had not increased with a single percent.

Not sure if this is a bug or intended, but if the latter,
Should colonizing a system for a minor faction aligned to Federation or Empire, progress you in the ranks of said superpower, or no?
 
It's certainly intended - rank only increases for mission completion, not any other superpower-aligned action, and colonisation isn't that.

(Rank probably needs a much bigger overhaul than what contributes to it, though, or removing from the game entirely, since the current implementation is just a leftover from a decade ago at this stage)

They should add ranks for the Architect, but it would be based on the number of colonized systems. See my suggestion.
