Ships Should I upgrade to Imperial Clipper from Vulture?

Like the title says, is it worth when I'm focusing mainly on PvE? Is it good/better in combat then vulture?

Definitely not.
If your main intention is indeed doing combat, then the Vulture is the right choice with comparably low re-buy costs.
You should not consider the Imperial Clipper an upgrade from a Vulture. It is a totally different ship for a different play style.

If you want to do trading too, then I would go for the Clipper. I had great fun myself in the versatile Clipper doing a bit of everything and I loved getting interdicted by npc pirates, because with the Clipper I could make good money trading and hit back hard at the same time.
But the Clipper can only use large pads, which I consider to be a large drawback.

My number one choice of multipurpose ship is the Python. It is excellent at trading, and it's 3 well placed large hard points (+ 2 medium) are devastatingly destructive. This ship can land at every station currently in the game. It is however slower and less agile than the Clipper.
And it is very expensive to fully upgrade it. But it is worth every penny.

Currently I am enjoying a fully upgraded Vulture myself. I originally intended to re-buy a Python in the recent sale, but I am just having too much fun in this agile heavy combat ship. I love the way you need to manage your power to get the most out of it. It is a wonderful bounty hunter.

Clipper is great for mixing and matching roles (hence multi-role ship). It also has great speed and better power regulation than the Vulture.
You will miss the manoeuvrability and have much higher re-buy and repair costs. It won't be worth it for the extra 2 medium hardpoints.

If you get more money than sense with an Fer De Lance or something I'd buy one because they are great, just not as combat orientated as Vulture. You may find Clipper better in RES sites where you spend more time finding targets than shooting them since its speeds higher but as before, Vulture is the combat machine :)
 
A few days RES hunting in a Vulture should earn enough for a Clipper without having to sell the Vulture, I've currently got two Vultures a lighter build for RES work and one with heavier weapons for CZ, two Cobra's one for exploration and one for mining, an Asp for trading and a Viper just for the engine noise ;). I know working several ships is a pain but I'd hate to sell any of mine and having ships that are ready to go rather that having to retrofit them for a new role every time saves a lot of hassle.
