Should NPC hull damage persist?

I was doing a mission where I had to track a specific NPC and he kept running away. I noticed that when I chased him into SC his hull went back up to 100%. Is this "as designed"?

As far as I know NPCs jump to different systems and you need a wake scanner to follow them.

If you do this their hull damage does seem to persist.

If you just to SC you are seeing a brand new NPC with the same name.
