They should. They really should. But it seems like maybe the don't. Which is a shame, because they should.

The Elite shoulder patches are showing up for me and they also showed up in beta although not at the start.

Maybe restart the game and see if they appear for you? If they don't submit a bug report.

They're showing for me (didn't in the beta), as well as the faction ones.

First few hours of an update are always a bit laggy like some transactions or data has not totally got through, give it a bit and if its still bugged raise a ticket
