Should pirates be interdicting me for my cargo when I'm only doing courier missions?

I'm noticing that taking on courier missions causes NPCs to spawn around me when I drop into a system. Some want me to follow their wake; others interdict me and go after my cargo, as they make clear on the comm, even though I'm not carrying any. As unrealistic as it is in general for NPCs to magically be alerted when you're on a mission, it makes even less sense for them to somehow know that you're on such a mission with no cargo, yet go after your cargo anyway. Could this be an oversight?
 
I think is a good idea. Couriers are messengers, and across the sands of time many battles change simply because a courier were intercepted or because one dropped the actual message without knowing.

Could they flesh out the pirate messages? Yes. When doing courier missions the pirates should have a trigger that simply changes their dialogue to fit the fact they are after your information, not your cargo.
