Fly there, drop to the signal and see for yourself... If the "Outstanding" signal is an equivalent to "Strong" signal, then you are about to be surprised...

You can't get to Triton at all, it's not Triton, it may be in orbit around Triton. Since I can't read it I can't be of much more help, I have no idea what it says!
If it's a signal from the FSS, it should show in the nav panel, maybe target it there and fly to it?
I know about the panel, and as I wrote above, there is no such signal. I got this signal when I was flying up to Decker's base in the solar system.

The Screenshot is a tad odd, although the cyrillic doesn't help.
When near or landed on a Moon (mapped or auto-mapped by Game Design) with one Installation (human) it should read :
So on such a Planet/Moon and docked at the only Installation = no action required. That Signal must be the location you're docked.
I wonder if this might be a glitch in the translation? It would be worth landing at another Planet/Moon with human installations to verify what the signal type states there.
In the English Version, "other" AFAIK indicates a Comms Beacon or Tourist Beacon (unsure).
Planetary Installations (dockable or not), close enough Outposts and Stations or Orbital Installations (various types) and Fleet Carriers should indicate and count as "human".

- Human : 1 (= that's the very Installation you're docked at)
