What does it mean? What do I do with that? Do I need to do some sort of scan?

Time to apply some brain power: what do you see in the area? could any of it be classified as Human? Maybe that's what it is

It's worth noting, and may not be immediately obvious, that the number of Human signals includes things in orbit around the body, not just major bases, etc. on the surface.
They were way more than eighteen Fleet Carriers; therefore, no correlation.Time to apply some brain power: what do you see in the area? could any of it be classified as Human? Maybe that's what it is

I am more concerned with what I can't see; for instance, are there as yet unrevealed bases on the planet that I have to scan for?
If you go to "Borann 2" you will find that at the rings you see Human (6) and since the system is stuffed full of over a hundred FCs then it is obviously just those in close orbit that are considered - there are no settlements or stations or anything else to account for, just FCs.
So if you have not DSS probed the body, have a go as there could well be settlements, wrecks or whatever for you to discover in addition to whatever FCs are being "counted". That is if you get the notable signals message without doing a DSS - I can't remember.
