Silent scout loadout?

Participated in my first wing fight last weekend. I'm now an addict. Looking to build a silent DBS with a focus on debuff. I was thinking long range imperial hammer with shield cell breaker, efficient plasma with Target Lock breaker, small rapid fire pulse with scramble and small OC multi with corrosive. I'd be running military hull, 2a Interdictor, 3a fuel scoop to get around and 2 3d HRPs. I'll mod the hull as I can, just looking for suggestions on the weps. Thanks!
 
I'd like to see some way of reducing power output from the generator so you can cut down on the heat generation and keep some systems going (engines share their smaller power with the scanners, etc). 0% and ice forming or 100% and burning aren't good extremes...
 
Personally would run as much HP as you possibly can. The DBS is cheap to transfer around and has the fuel tank to manage most short-med term journeys. So for me, I'd drop that fuel scoop into stored modules for a rainy day and use another HRP. If someone bigger on the wing can do the interdicting, let them do it and use even moar HP. No excuse since HRP masses were halved ;)

Part of the beauty of personalised builds and balance eh?

Bi-weave shield, no boosters, just heat sinks to keep cool where needed and PD if desired. Clean drives over DD if it sits with the pilot (though they need a buff). Keep power to a low if possible and use a G1 reduced emissions plant, which can be rolled to have a positive influence on heat AND power and doesn't have the integrity drop.

For he who tries, such a ship can get mega chilly.

You may want to consider using Mirrored Armor as well. Since your biggest threat will be fixed lasers, it can drastically reduce the amount of damage you take and keep you in the fight longer.

I've also used the Reactive armor, it helps against missiles pretty well. Ideally you won't be getting locked on by seekers when you are SR, but the armor can be helpful when you've been hit by emissive rounds.

Also agree with the above posts for modding as much to lower thermal output as possible. Consider Sturdy mod on the railgun, you can get some great thermal reduction rolls on that to help you stay colder longer.
 
Although you can tool up for a silent build, you have to skimp on things for normal play and you'll spend most of your time out of stealth mode with underpowered generators, shields, thrusters, all to make sure you don't explode. And it's not like it should be infinitely variable, but if there were a "silent running" mode for the power systems (attack subs do, and for the same reason as Elite has Silent Running), you'd have a system build that took advantage of that and built to that power point, rather than installed an underwhelming powerplant just so that it has just enough to run silent.

I like the Scramble laser as part of your debuff loadout. The malfunctions can definitely add some extra pressure and distraction in the heat of battle.

I haven't used the efficient mod on plasma yet, so can't say whether or not it reduces the heat generation enough to make it viable, but I do like the idea of the target lock breaker to help your wing out.

I would also consider adding a Frag Cannon (if you'll be doing quick close range flybys) or Seeker/Packhound missile launcher (for longer range support) with Drag munitions. Slowing down enemy ships will definitely assist your wing-mates with outmaneuvering the enemy. An added benefit of the missiles is that they can destroy hardpoints, further decreasing an enemies effectiveness in battle. I'm particularly fond of the Packhounds, even though they generate significant heat if you unleash an entire salvo at once.
 
Having a silent scout with a debuff and added HEALING focus could be interesting. When attacking an enemy (to debuff them), you will be revealed to them. When "attacking" an ally (to heal them) however, the enemy will get no such concession. I'm envisioning a a small corrosive MC (or scramble spectrum pulse), a small dispersal cannon, a medium feedback cascade rail, and a medium regeneration sequence beam. With you only attacking the enemy occasionally to apply the dispersal and feedback cascade effects (and hammering away with the corrosive when their shields fail), and otherwise focusing on discreetly keeping your allies' shields up, you'd be an extremely strong addition to the wing. This would also really benefit from my proposed Auxiliary Coolant Reservoir module.
