Silly Fleet Carrier Question - Are Shipyards Required for a Personal Fleet?

I'd heard it said that if you own a Fleet Carrier, you can access the shipyard (e.g. Stored Ships) without needing a Shipyard. Wanted to confirm and see if that was the case, or if it was incorrect.

The FC owner have access to a personal hangar for his ship, and even module storage/fitting tools. You just don't get new ship or the possibility to buy new modules.
You can buy modules and ship elsewhere, then transfer them and you can then use them at will in your FC.

Think of it as a station with absolutely nothing in store.
 
Seriously considering paring down some services in my FC. I don't have Outfitting, but still have the ability to outfit my ship. Thinking about getting rid of the Shipyard, since nobody wants to buy ships from Fleet Carriers anyhow, and I can't imagine that there are any other player ships being stored in it.

In addition to not needing a Shipyard or Outfitting for personal use, if I recall correctly you don't make any loss buying or selling the FC modules. You can always reinstall them later when you're swimming in cold, hard cash.
