Since When are Limpets Illegal Cargo?!

Haven't played much since 1.0. Came back to try out 1.2 with my friend. I noticed something strange when I left dock after refulling/rearming, was I had a notice in the bottom right that I had "Illicit Cargo". I checked my cargo bay and saw my Limpets were marked as "Illegal".

I can understand the logic here, I mean the only purpose of a Limpet in this game is to steal from people, but was really troubling is after browsing the galaxy map is I'm finding Limpets are prohibited in every system. Even Anarchy! Why would Limpets be prohibited in lawless space? Am I missing something here? Is this new as of 1.2?

Anyone else notice this problem? I guess in a way it just makes limpets more expensive? The spam scanning and fines has been fixed correct?

The only issue I have with this is they also seem to be "Prohibited" in Anarchy space as well.
 
Since the only thing they're good for is illegal activity - less of a change, more of a fix, imo.

edit: it is interesting that they're considered illegal in anarchy, but so is scooped cargo, so it makes sense from a metagame perspective.

As he said. You get pulled over on the motorway with knives. Explosives and crowbars, masks and a acme bank cracker. You will get into trouble...

Agreed. They are only useful for one thing... so it's like:

Cop: "Excuse me sir, is that a stick of dynamite in your pocket?"
Guy: "Erm yes... yes it is"
Cop: "What were you planning to do with it?"
Guy: "Oh I was erm... going to use it to butter some bread"
Cop: "Cmon now, what were you thinking of blowing up with it?"
Guy: "Erm..."
 
It's like having a slim jim as part of the "standard equipment" you keep in your car.

Unless you're one of those traveling locksmiths or you have a perennial issue with locking yourself out of your car chances are you're a crook and up to no good if you get caught with it.
