Single outpost with 4.7 million inhabitants. How???

I was looking for a system along my route where I could refuel, and saw this system with 4.7 million inhabitants. Surely there must be a large landing pad there where I can refuel?

Turns out, the system has one single outpost, and nothing else! No other stations, no planetary ports, no surface settlements, no installations. (The "points of interest" menu confirms it.) And it even has "tourism" and "agriculture" economies. How?

I didn't know this is even possible. 4.7 million people cramped into one single tiny outpost. How does one even achieve that?

I have got a T3 orbiting a terraformable water world, there are a few other odds and ends in the system but I have a population of 264.8 million

(Presumably the population boost represents some of the population allocated to the outpost actually living on the relatively hospitable planet surface)

Does this also mean that you can only get a multi-billion-people system if it has an ELW or terraformable WW?

Water worlds may not be dependent on the terraformable quality - I have systems with terraformable and non-terraformable world yet both outposts appeared to end up at relatively similar populations.
 
Absolute beginner here on colonisation, we are trying to build a system geared towards high-tech for ship module availability. I have read these forums and understand I need to build additional scientific, research & industrials facilities to increase tech level. Interestingly reading the above, our system also has a WW and I wonder if population size contributes, if at all, towards our high-tech goal?

I’m not certain. But it sure helps a lot.

On a side note, my WW system just passed 1 billion about a week ago. They’re a bunch of busy bees there.

Also feels good when you build a system that sells 80 - 90% of every commodity needed for colonization and sells nearly every ship and module in the game.

I have that Impression. When you use the population filter in the galaxy map, and you set the bar to the third or second last step, you will likely encounter only systems with water worlds and earth-likes.
