Looking in mission Hardwick station (Procyon sys) I noticed a follow on mission which when completed would give me a permit for Sirius so I decided to go for the permit only to find I click accept (which is in white, the box that is) it does nothing, it does say Further details to arrive in my inbox this is about but after checking my inbox nothing has arrived, anyone know why I can't do the mission etc.

You probably need to be Allied with Sirius Corporation before you can accept the mission. This is how you obtain the permit.
Run missions for the Sirius Corporation.
Did you took part in the previous II? if you did and carried stuff for the Alliance...
