Sirius permit.

Ok, so, I'm trying to get the engineers, and one of them says I need to be invited by Sirius Corporation, who will only invite form their home system (Sirius) for which I need a permit, that I apparently get from being allied with Sirius and taking the quest... But I've been allied with a local system rep from Sirius Corporation for some time now, but the mission board has been empty for a good 30+ minutes. (at first entirely, but after 2 refreshes (up to now) I now have missions for the other two factions in the system, but still nothing at all from Sirius, let alone a permit mission. Do I need to be in a particular system for this, or is it just my bad luck on mission rng?

You need to be in one of the systems fairly close to Sirius - Procyon is usually the easiest, as it has so many stations if the mission doesn't show up at one of them you can just try another.
 
Did it work? What mission do you need to do to complete?
Currently allied to Sirius Corp, looking for the permit.
I just got to a station that was within 1 jump of Sirius and a faction rep for Sirius Corporation had a misison, something like "Sirius Permit" click it, complete it, wasn't an actual mission, iirc.

Just head to Procyon and make sure you're looking at the faction rep for Sirius Corporation. If it's not there straight away do some missions and keep checking when the board updates (every 10 minutes on th 10, 20,etc based on in game clock)

I sold all 380-ish of mine for max profit without even trying. I just set them to sell and next time I logged in they were gone. I wasn't anywhere near Sirius...

That seems like so long ago...
Years ago...I just checked Sirius where I used Procyon and other local systems to get the
permit only to find the system map for Procyon is missing although I've been there. Must
have been one of those game updates that fix everything. :)

Meanwhile I've seen modular terminals in missions and passenger runs although I cannot
remember how friendly one has to be and which system types have more of them. Of course
Murphy's Law applies when you don't need them there will be plenty of missions with them.

Then again with Fleet Carriers one can purchase them at great expense losing the fun and
player experience finding them. Your choice.

Yup! I chose.
I paid over the odds to upgrade my PP and PD, but I've got the money and materials, and I helped one of those poor Cmdrs with the upkeep of their FC.
