No, it is not in Elite.

But in Elite: Dangerous it is. As is any othe star we see in the night sky, and many more.

Yes it will be in Elite: Dangerous, along with probably any other star that we have an approximate location of that is bright enough to see.

Sirius is only 8.60 ± 0.04 ly away with an apparent magnitude of −1.47 (smaller numbers are brighter). ED will contain known stars that are much further and much dimmer.
