Skimmer missions increasingly difficult and starports increasingly hostile

I havent played much since 2.3 so maybe i missed some changes or maybe my current streak of raising hell in my little corner of the galaxy has gotten me more notoriety than i bargained for.

When i go on skimmer missions lately there are a fed navy ship or two or even three waiting for me and sometimes they are red when i get there.
Starports lately have started to issue warnings when i pop out of supercruise to the effect that enemies of the alliance or feds wont be tolerated and if i dont want to be destroyed i should turn back. Even stations owned by the faction im allied with an even stations controlled by alliance factions (im allied with fed and alliance powers).

When i request docking the stations turn green or let me dock.

Have there been changes to the way crimes etc are calculated / dealt with? I dont recall the galaxy being this hostile before.
Im thinking about maybe taking a little holiday in empire space just till the local area around eranin cools off and my bounties go dormant.

I would say you've overstayed your welcome.
Time to move into another system? Surprisingly enough, factions take it personally when you consistently work against them.

It sounds like you did a skimmer mission targeting the faction that controls that system/station. Usually, those missions just target a lesser faction in the system. You get wanted with that faction, but because they don't own anything or don't control security, it doesn't matter.

If, however, you get unlucky and target the controlling faction, bad things can happen. The worst is when they have ship escorts on the bases and killing the ships just causes the faction to spawn in more. Those are not worth doing, imo. One option is to ignore the target station, and instead find points of interest around it and kill the skimmers there. They are usually the same faction and count for the mission. Also, it's the only practical way to complete these missions without relogging, as they often will tell you to kill more skimmers than the target has in total.
