Slot 0 bug for T2/T3 starports

So I queued an Asteroid station in Slot 0 of a planet in my system, then I queued a mining outpost in Slot 1. The outpost jumps to Slot 0, the Starport is in a ghost slot and Slot 1 shows empty ready to take another project.

I went out to the planet and yep, the Mining Outpost is in the inner ring while the Starport site is in the outer ring.

I though they fixed this?

Can I get some upvotes on the issue for them to fix this. And can I get a GM to flip them back around or cancel both jobs so I can start over? I clicked Slot 0 for the star port so it can get the planet bonus. I proactively clicked slot 0, I made SURE it was Slot 0.
