Sighted a smear campaign at inoue nutrition biosphere.
EDIT: Sorry, meant to also say the system: Degastani.
First one I think I've ever seen. Which now makes these less rare for me than opinion polls.

If you disable Alarm Settlement before downloading them, nothing. If you download them without having done that beforehand, will trigger the Alarms.

It's so hard to understand the ED universe. The pitiful amount of bonus data we got from taking the time to check the HAB port on a mission is so valuable they had to slap (settlement!) alarms on them. Meanwhile the hopelessly broken credit economy which has been plagued by ludicrous credit fountains for years go unchecked.

Just got my 8 SCP on my alt by taking delivery missions in an Anarchy system and scanning the habs while I was at the bases. great fun running out of the buildings and hiding on the roof while the data downloads only died once when they spotted me downloading (but that was when I was just crouched in the hab).

Edit: And did a few while restoring power to bases - a bit less tricky

They should have put that effort into fixing the credit economy for sure. What was broken about data dls from accessible places? You still have to sneak to get into the harder spots. It's just miserly.

You can't throw a stick without hitting a Smear Campaign at tourist sites in San Tu.

Opinion Polls, on the other hand, I've had little luck with.

Increased Backpack capacity on Mav suit, my educated guess. Sporting it myself on mine and makes material gathering so much better

I was being stupid, I know what they are and what you do with them but they are really hard to find, well at least I have found them really hard to find.

Actually if you disable the alarms and download them, any nearby NPCs will turn hostile.
Those NPCs still know.

1. look for a mission to that base, it wont be available
2. If it is available there will be NO smear campaigns to dl from the data ports.

EVERY post here or elsewhere that mentions a system/mission that offers smear campaigns is at least two weeks old. I've tried many many of them. Care to wager how many I've seen?

Arai's Mine in Iah Bulu has had them - currently offline. Show up with a power regulator and power it back up yourself, take out whatever scavvies might be about, and run through the buildings. I even got - WAIT FOR IT - a Settlement Defence Plan out of the place the other day. (Prior to it going offline tho)

If that doesn't work out, PM me and I'll sort you, I've got some spares. (Might be a while tho, my bloody throttle just decided to poop the bed.)
