Were you inside the hangar? Your ship can be scanned if you are outside.
And I thank you for your concern.
Very, very rarely you can also get scanned while on the surface or taking off/landing inside a larger station, if by chance a system authority ship stops outside the slot with a line-of-sight to you. I don't think it's something they try to do but sometimes chance just lines them up with a nice view of you.

I've never personally had it happen. I tend to keep an eye on my contacts well before docking, though. Coasting toward an outpost at maximum non-boost speed gives me plenty of time to make sure that NPC authority vessels won't pop in.
...I did experience a "ghost scan" the other day, though. Luckily, I had just finished turning in my missions. Apparently, authority vessels sometimes only pause scans instead of stopping them entirely if line of sight is broken. Since then, I've been logging out and in after docking if a scan attempt is made on me at Coriolis starports and such. Just a word of warning.
