Smuggler's Hold/Cargo Bay

Hey guys. I was just talking about trading and smuggling with a fellow CMDR and we fleshed out some ideas for a smuggler's hold/cargo bay.

So Basically smuggling and doing smuggling missions is difficult and scary. I was thinking of an idea to make smuggling something a little more appealing to the masses. Came up with the idea of smuggler's holds. After all not unreasonable. what is is a scan and for 4 units of stolen or illegal goods and looking at a tens of thousands in fines.

So we proposed the ability to buy a smugglers hold that wouldn't negate the chance of being found, out but reduce it. So for like an E grade; 2 ton hold it would be a 30% reduction in finding out the items in the smugglers hold. With an A grade there would be a 80% reduction. Also to encourage people from filling an entire type 6/7 with smugglers holds have a penalty for having more than one. For example, two A grade holds instead of an 80% reduction it would be something along the lines of a 65-70% reduction. If you have more units of illegal/stolen goods than you have smugglers hold space for it goes back to a 100% detection rate if being scanned.

I am just working with example numbers. Just wanted to throw it out into the community see what people thought. The idea was also brought up on this forum on December 30th.
 
I can see this working if only sold in anarchic systems at outposts far away from nav beacons (i.e. 11k+ LY out). Don't make them easy to get, make them expensive as hell, make a risk for being "caught" with one (i.e. fines increased if illegal cargo is detected in a smugglers hold by a LOT), then I'd be down.
 
there is some flavour text about ship upgrades, that is going to be a contact i think when they add the walking around. it was said in a dev diary that some station in some systems that will have a contact. and you can get a rare upgrade. eg: shields, ship systems upgrade and others.
 
Just learnt to use silent mode and heatsink launcher, and you never be scanned. I'm making regular smuggling-bounty USS runs on secured stations, and have zero problems with cops. Why can't you?
