Add a side entrance to spinning stations, very small that only tiny ships can fit into, this side gate is the only access to the black market
Big ships need to offload and the small ship/fighter has to line up with a small spinning gate that opens and closes and navigate hidden tunnel to access the market, 1 ton at a time (fighter can tow container on a cable)
Larger ship has to wait in danger of pirates and police scans.
Oh and make the toast rack perspex, so you cant get stuck, funnel it outwards and leave a small gap at the bottom so small ships can sneak in.

Do you really have a problem smuggling in on small ship? Just hit silent running when scan starts and then cruise into the slot.
 
The area within the exteria Station buildings is wasted. Now only if Rotational Correction also followed the spin outside then we could make use of these. Perhaps to retreat in if Station Security was added to also become more present instead of hiding away! Then also perhaps some spots to land for the Black Market to be moved to instead of daftly being labelled inside the Starport "hey, the Black Market is over here just past the Authority Menu!".

Let us remember this game does require tweaks where there are placeholders.
 
Why can't they just sell shielded cargo racks that you have to buy in shady places of the galaxy that can't be scanned? Or perhaps, again in shady spaces or via a crooked engineer, have so it can be engineered by illegally.

I draw on my play in Freelancer where pirates had their own clans and systems or hideouts where you could purchase illicit stuff. Here in E D the devs could increase the pirate venture a bit with this.
