...besides going all the way to a station and looking in the menu? I've been trying to find an outpost that has a black market for the last 45 minutes. Aaaaauuugghhh!
So black markets - is there a way to tell??

Most outposts/etc that have a black market have a pirate skull type hologram floating somewhere on it when you're approaching it. Only slightly better than fully docking and checking, but it will save some time.
Anarchy independent stations nearly always have black markets. You can see their political standing in the system screen. Happy smuggling Cmdr
There is no telling no. The last "skull" platforms ive been to had no black markets. However very often the main station (bigger fly into stations) have had it. Its never a given though. But, when hitting one station and it doesnt have any just go to the next. You usually find them pretty fast. Since its black markets it shouldnt be advertised or "seen" somehow. Its criminal stuff so you wouldnt know unless you go there and "talk to people" so to speak.
